- Bring a large pot of salted water to a rolling boil. Add 8 ounces of penne pasta and cook until al dente, about 8-10 minutes. Drain and set aside.
- Heat 1 tablespoon of olive oil in a skillet over medium-high heat. Add 1 pound of ground beef and brown for about 5-7 minutes. Drain excess fat.
- Sprinkle taco seasoning over the browned beef, add black beans, diced tomatoes, and corn. Stir and let simmer for 5 minutes.
- Preheat oven to 375°F (190°C). In a large bowl, combine cooked pasta with beef mixture, sour cream, and salsa. Mix until well-coated.
- Transfer the pasta mixture to a greased 9x13 inch baking dish. Sprinkle cheddar and mozzarella cheeses on top.
- Bake for 20-25 minutes until cheese is melted and lightly golden. Garnish with green onions and cilantro before serving.
