Preheat the oven to 350°F.
In a large bowl, combine ground beef, breadcrumbs, egg, garlic powder, onion powder, salt, and black pepper. Mix until well combined.
In a separate bowl, mix the cooked macaroni, 1 1/2 cups of cheddar cheese, milk, ketchup, Worcestershire sauce, mustard, and smoked paprika. Stir until the macaroni is well coated.
Spread half of the meat mixture into the bottom of a greased 9x13 inch baking dish.
Layer the macaroni mixture on top, then top with the remaining meat mixture.
Sprinkle the remaining 1/2 cup of cheddar cheese and the Parmesan cheese on top.
Cover with aluminum foil and bake for 30 minutes.
Remove the foil and bake for an additional 15-20 minutes, or until the meat is cooked through and the cheese is bubbly and golden.
Let it cool for 5 minutes before serving. Garnish with fresh parsley if desired.
