In a small bowl, whisk together soy sauce, honey, hoisin sauce, rice vinegar, sesame oil, cornstarch, and water to create the sauce. Set aside.
Heat 1 tablespoon vegetable oil in a large skillet or wok over medium-high heat.
Add sliced beef and cook for 2-3 minutes until browned. Remove and set aside.
Add remaining oil to the skillet. Stir in broccoli florets and cook for about 3-4 minutes until bright green and tender-crisp.
Add minced garlic and cook for 30 seconds until fragrant.
Return the beef to the skillet and pour the sauce over everything.
Stir well to coat beef and broccoli, cooking for 2-3 more minutes until the sauce thickens.
Sprinkle with sesame seeds, green onions, and red pepper flakes if desired.
Serve hot over steamed rice or noodles.
