- Mix melted butter, sugar, eggs, and vanilla until combined.
- Add cocoa powder, flour, baking powder, and salt. Stir in chocolate chips.
- Chill dough for 30 minutes.
- Preheat oven to 350°F (175°C). Roll dough into balls and coat in powdered sugar.
- Bake for 10–12 minutes. Let cool before serving.
