Make biscuit dough: In a bowl, whisk together flour, baking powder, garlic powder, and salt. Cut in butter with a pastry cutter or fork until crumbly. Stir in cheese and milk until just combined—do not overmix.
Top and bake: Drop spoonfuls of the biscuit dough over the beef filling. Spread lightly to cover most of the surface. Bake for 20–25 minutes, or until biscuits are golden brown.
Brush and serve: Mix garlic butter ingredients and brush over the warm biscuits. Let sit for 5 minutes, then serve warm
